CDO is looking for a Proposal Coordinator or Proposal Manager.
The Proposal Manager will be responsible for supporting the organization in responding to government and commercial requests for proposals. Activities will vary depending on the size and complexity of the proposal. The Proposal Manager will coordinate, develop, and write compliant, responsive and competitive proposals submitted to clients of the company. The ability to meet deadlines, a commitment to teamwork, and detailed follow-through will be the key to success in this role
Primary Duties/Responsibilities:
Provide overall proposal management to include: coordination, writing, graphics, formatting, and editing support for the entire proposal process
Coordinate proposal efforts with Operations, consultants, subcontractors, Business Development, Contracts, Finance, and Human Resources
Oversee the proposal department; coordinating efforts and ensuring all timelines are met
Locate, distribute, analyze and manage the solicitation documents (RFIs, RFPs, and RFQs, Proposals) and related documentation
Develop and manage proposal outline, compliance matrix and schedule
Help develop and incorporate “win themes” and discriminators in the proposal
Work with Operations and Business Development personnel to gather inputs, craft solutions, gather key experience data, etc.
Write various proposal sections, including executive summaries, project descriptions/qualifications, summaries and resumes
Rewrite and format resumes to the RFP/SOO requirements
Rewrite and format compelling past performances
Schedule, conduct/and or participate in proposal reviews and kick-offs
Control the configuration and quality of the proposal development and production phases, including printing and assembling of finished product
Maintain an approved collection of standard proposal section write-ups, to include a detailed past performance write-up on each project for the past five years
Provide supervision and guidance for Proposal department personnel
Job Requirements: Proposal writing experience within the federal procurement process and regulations
Knowledge of Shipley proposal processes is preferred
Demonstrated understanding of all aspects of the proposal process
A working knowledge of government contracts, GSA schedules and the FAR is required
Ability to translate moderate to complex technical information to a variety of audiences
Ability to work as a team member, both as a Prime and Subcontractor
Excellent organizational and leadership skills
Exceptional verbal and written communication skills
Ability to manage multiple and concurrent projects, prioritize the departments workload, and adhere to strict deadlines, must be flexible
Experience working to measurable quality standards, targets and deadlines
Proficiency with MS Office and Project required, Adobe Illustrator and Photoshop a plus

The Proposal coordinator will establish consistency and provide administrative support during the proposal development process. Work closely with proposal managers, proposal writers, editors and business
development managers. The Proposal coordinator will provide skills to produce proposals and presentations. Prepare the proposal work plan, manage assignments and collect and organize proposal content. The Proposal coordinator is responsible for producing cohesive, well-organized proposals and oral presentations that are focused and responsive to customer-defined requirements.

Create Computer Graphics from Handwritten Notes
Collate Concept Papers into a Single Body of Work
Ensure Completed Proposals are Professional, Cohesive and Credible
Job Requirements: Associates or Bachelor's Degree preferred
2-5 years experience working with government agencies
A working Knowledge of Government Contracts, GSA and FAR requirements
The skill to independently define, schedule, and manage the proposal preparation process, including the ability to understand and analyze the details of an RFP is a must.
Demonstration of the necessary personality and leadership skills to engage and motivate a diverse group of Engineers, Project Managers, Consultants and Subcontractors is required. Outstanding communication skills (written and oral); including a strong working knowledge of Microsoft Office Suite is a necessity.

Organization skills to manage simultaneously occurring tasks Interpersonal, communication and team-building skills are essential when collaborating with diverse groups
